Electronic customs entries for low-value goods
CBP proposes changing the filing requirements for informal entries of goods valued at $2,500 or less. It would require these entries to be filed electronically, before or on the date the goods arrive in the US.
For goods arriving by post, CBP proposes a new electronic informal entry type. If adopted, the proposal would require informal entries for goods valued at $2,500 or less sent from Ireland to the US to be filed electronically before or on the date of importation.
If you sell to US customers, review the proposal against the value of the goods you send. Check whether your shipments use informal entries of goods valued at $2,500 or less.
Extra postal data and bonding requirements
The proposal would require carriers to supply an additional data element for mail shipments. It also proposes bonding requirements on certain informal entries.
For your postal shipments, review the carrier data requirement alongside the new electronic entry type. Check whether the proposed bonding requirements cover the informal entries you use.
If you submit comments, describe the part of your parcel process affected by the proposal.
The exemption is already suspended
According to CBP, the US de minimis exemption has been suspended since at least 29 August 2025. US legislation enacted in 2025 terminates the exemption from 1 July 2027.
The current proposal concerns filing, data and bonding requirements for low-value imports following that suspension.
CBP must receive comments by 7 December 2026. Read its submission instructions in the proposal and allow time for your comments to arrive before the deadline.
